Fake and non-Google-policy-compliant reviews

Here are a review from Play Store that is non compliant to Google policies which Google have not removed.

Non compliant because the user is not reviewing the app, but judging the dev. And he's actually lying about having read reviews. Google creates a review highlights which states "useful" and "easy to use".
