Limiting refresh rates

Since 3C Toolbox version 1.9.9.7.8, refresh rates are limited, affecting widgets, notifications, recording, battery, etc...

The reason behind it is simple: 3C Toolbox is considered a bad app because of that as shown in below screenshot. Without Play Store support, this app will no longer evolve, and slowly die. I don't want that and I assume users don't want that either.

Play Store considers any rates higher than 6 times an hour to be bad behavior, flagging those apps as such. In comparison the free version with fixed rates is at 0.85% excessive wakeups, below the threshold.

Starting from now, I'll see how those changes affect the 'bad behavior' indicator and possibly reintroduce high rates.
